Air.. because then I could control the humidity in the air and hopefully affect the rain... when we need rain it rains, when we need it not to rain - no rain!

I would choose air, because although we need all of the elements, air is the one that is truly present everywhere and needs to be kept clean. It would also be nice to be able to at least diminish the damage that can be done with air movement.

I WOULD CHOOSE WATER TO GIVE EVERYONE FRESH WATER AND TO COOL OFF THINGS AND TO PREVENT FLOODS :)
